東亞的匯率政策及其發展在近年來，一直是比較與國際政治經濟學中熱門且重要的研究議題。東亞國家因其對外出口為主的經濟發展模式，使得各國的匯率長期維持著穩定且具競爭性的政策特質。然而，這樣的政策導向，卻也為東亞國家帶來了內政與外交上的爭端。

研究東亞匯率政策有其理論與實務的重要性。匯率影響了各項物品以及有關進出口匯兌的價格，因而也就影響了資源的配置和所得的分配。如此一來，政府、利益團體和民眾都會試圖影響匯率政策的決定，以滿足他們的各別政治目的或極大化他們的經濟偏好。在國際政治上，一般來說，貨幣貶值有利出口，但會削弱國內購買力；相反的，貨幣升值有助提升消費力，卻會遲滯出口競爭力。許多東亞國家刻意地貶低匯率以刺激出口。然而，這樣的貨幣操控，不只引發了部分國內（尤其是以內銷及進口為主的產業）的反彈，也帶來了貿易伙伴間的外交紛爭。例如，1980年代的美日貿易逆差，以及近十年來，逐漸擴大的中美貿易逆差，就使得雙邊外交經貿關係不斷地緊張。

雖然現今研究都認同匯率政策的選擇是不同政治、社經與制度利益的折衝結果，然而，在理論與經驗研究的文獻上，對發展中國家如何選擇適合他們的匯率政策研究，還是相當的貧瘠。對於在文獻中，常被提及代表發展中國家的東亞，由於多為新興或民主程度較低的政體，擁有較強的國家主導權、臣屬性的市民社會，和較不健全的政黨與政治體系；僅運用主要由西方經驗所建構起來的理論模型，對於在分析東亞的匯率政策發展時，常產生解釋謬誤或不足的問題。
本次講演將介紹當前在比較與國際政治經濟學的研究中，對於匯率政策的相關討論，並側重東亞發展歷程給予理論修正。此外，由於一般的統計驗證缺乏對不同時空因素所形成的差異性進行考量，而使得對經驗資料與事實發展的分析，出現過於絕對，甚或有誤解的情況。因而本次講演，將提供一個貝式階層模型（Bayesian Hierarchical Model）對「貫時跨區」（time-series cross-sectional）資料的初步分析，期能對此種於不同時空下，所造成的匯率政策動態調整，來提供明確的解釋。

陳芳明教授與UT學生座談會

德州大學奧斯汀分校亞洲研究學系將邀請陳芳明教授遠從台灣來跟ＵＴ的師生分享他在台灣歷史，文學和政治等領域多年的著作和研究。陳教授的演講將安排在二十七日星期五下午三點三十分於WCH 4.118舉行，講題為 “The Writing of Taiwanese Literary History and Its Cultural Implications”。因陳教授的到訪恰逢台灣的二二八和平紀念日，亞洲研究學系有意辦一場小型的座談會，讓同學們有機會跟陳教授一起討論台灣殖民和後殖民的歷史變遷，和當前台灣社會在經濟,文化和政治各方面所面對的挑戰。座談會中備有茶點，希望有興趣的同學盡早跟主辦單位聯絡，以方便估計出席的人數。

陳芳明教授，現任國立政治大學中文系教授和台灣文學研究所所長。陳教授是知名的台灣文學和歷史研究學者。1980年代因在海外主辦刊物批判國民黨政府，而被列入黑名單限制回國。直到解嚴後，才於1989年返回台灣，曾任民進黨文宣部主任。近幾年不滿民進黨和陳水扁的執政，也對民進黨有所批評。2008年，馬英九上任總統時，曾拜訪陳教授，聽取他對台灣的台語教育和本土化的看法。陳教授著作甚多，包括文學，歷史和政治評論等。著有散文集《掌中地圖》，詩評集《詩和現實》，文學評論集《鞭傷之島》、《典範的追求》、《危樓夜讀》、《深山夜讀》、《孤夜獨書》，學術論著《探索台灣史》、《左翼台灣：殖民地文學運動史論》、《殖民地台灣：左翼政治運動史論》、《後殖民台灣：文學史論及其周邊》及《殖民地摩登：現代性與台灣史觀》，傳記《謝雪紅評傳》等。

題目：沖突與治理——民族政治學視角的管窺

民族沖突是影響一個主權國家內部穩定和世界政治格局的焦點和熱點問題。

民族自決把民族的政治理想指向"一族一國"，而現代多民族國家為了維護和捍衛主權則采用不同的治理方式，進行民族國家建構，指向"一國一族"。於是民族與國家之間就存在潛在的邏輯沖突。

但由於民族和國家在不同時空的組合特點不同（既有次生民族國家，又有原生組合型多民族國家），因而民族沖突的特點和治理方式也具有差異性。象中國、俄羅斯、印度這些原生多民族組合型國家容易發生民族與國家之間的沖突。而移民國家主要是文化、種族沖突和原住民的訴求問題。民族與國家沖突的規模和程度，是民族與國家各自實力的博弈，也是各種變量綜合互動的結果。

解決沖突的邏輯在於民族與國家雙方的妥協程度。民族自決"一族一國"的理論業已"江郎才盡"，因為這與現代化市場經濟、全球化、人口流動的趨勢相悖；而絕對的國家利益至上、"一國一族"又與民族民主化的潮流相逆。"民族多元，主權一體——多民族國家的合理性"與"政治一體，文化多元——民族發展的合法性"將是一種選擇，公民認同高於民族認同，民族文化化是一種取向。我主張的觀點是強調多民族國家治理的責任、職能與功效，國多家民族治理的弱化和失位將是國家的解體，如果主體民族民族主義過強，結局將是民族戰爭。

本人認為"腐敗"和"民族"是現今和未來中國發展的頑疾。而在民族治理方面，傳統區域附著型組合結構正在轉向個體流變融合型結構，民族治理的理路落後於民族社會發展實際，需要進行治理矯正。經濟發展要發展，但並不能完全解決民族問題，甚至會加劇民族問題。國家民族治理更須社會化（與部門化相對）、具體化（與簡單化相對）、微觀化（與表面化相對）、綜合化（與片面化相對）。

西藏問題的實質是宗教影響與部分群體的國家認同弱化的問題。通過"價值累加理論"和"個體社會越軌理論"分析，其可能引發的沖突是點式的、暴力的。國家控制（force control, police control, identity control）將是一種選擇。

嚴慶，副教授，中國民族教育學會理事。1992年畢業於河北師範大學，留校任教於附屬西藏學校、附屬民族學院，先後從事政治、美學、書法課程的教學工作和行政管理工作。2007年獲法學碩士學位，並開始在中央民族大學攻讀博士學位。主要研究領域：民族政治學、民族理論與政策、民族教育。

Presentation summary:很多看過不散的人對於片中似有似無的劇情和屈指可數的對白，多多少少會覺得蔡明亮好像在考驗觀眾們的耐性。片中的兩個主角：一個是瘸腳的售票員（陳湘琪），另一個是在戲院裏尋覓 "同好" 的日本人，兩個人走遍了整個福和大戲院，卻可以完全沒有任何交集。其實打從第一部電影開始，蔡導就愛在電影裏玩 "情慾" 捉迷藏。還記得青少年哪吒中，小康是如何如影隨形地跟蹤阿澤，和愛情萬歲裏的兩男一女又是怎麼在無人公寓裏玩你躲我藏的愛情遊戲。同樣地，不散中的每個角色似乎都在真實和假象中游移，在現在和過去裏徘徊，更在光影明暗之間翻騰隱藏。種種說不出口的情慾和渴望都透過看似簡單而卻複雜的影像和聲音給呈現出來了。我希望藉由觀看不散來對蔡明亮電影中的情慾生態做個停看聽。在短短八十分鐘的影片裏，蔡導利用胡金銓的龍門客棧來借屍還魂，製造出許多餘音繞樑和若隱若現的電影世界。我將藉由停格的Powerpoint 影像來重新拼貼蔡導的電影，看看他是如何（or為何）不靠對白和劇情來說故事。

And how through the measurement of their vocalization, we can learn more from a different viewpoint on these diseases. Presentation summary: The U.S. economy is losing its momentum because of the financial crisis associated with deteriorations in the housing market and sub-prime mortgage loans. From 2000 to 2006, the U.S housing market delivered huge returns on the investment. In some regions like California and Florida, home prices had doubled or even tripled in this time period. In this presentation, I will talk about the major factors that caused home values to skyrocket. In addition, I plan to show some mathematical formulas to explain why the mortgage banks make more profits by originating sub-prime mortgage loans. These risky loans were ultimately sold to individual investors by the Wall Street investment banks. Because many sub-prime mortgage loans are in default now, investors are no longer interested in buying mortgage notes. As a result, many financial companies are experiencing monetary liquidity problems; lenders are not able to convert their mortgage notes into cash for making new loans. When money supply is tight, banks will make fewer loans to business and consumers. This is a negative factor that is causing the U.S. economy slow down.

都是制度惹的禍？談2008立法委員選舉

此次立委選舉結果顯現政黨得票率與當選席次有相當差距。一般評論皆認為是首次採行的單一選區兩票制所造成的結果，而這樣的結果，還招致了不利第三勢力、地方派系勢力茁壯和肉桶政治的批評。然而這樣的結果真是出乎意料嗎？「立委人數減半、單一選區兩票制」是2004年立法院經四分之三決議、而於2005年通過的主要修憲議題。亦即是，這樣的修憲主張在當時是主流的憲政改革議題。而今我們在歷經了選制改革後的首次選舉，各種選制改革的聲音又再次湧現。究竟什麼樣的選制比較符合人民的期待？政治學家如何看待不同選制的影響？我將初淺的以歷史制度論的角度來分析此次立委選舉的制度成因與影響，且一併討論選舉結果對台灣未來政治發展的可能走向。

Origins of Economic Inequality in the Age of Information Society: Wage Structure, Unemployment, and Occupation Transformation in Taiwan after 1980

本週討論將從批判政治經濟學的認識論—社會變遷與歷史、社會整體性、道德哲學、以及實踐—出發，探討台灣自1980年代進入知識、技術密集的資訊經濟生產時期後，經濟不平等所生的變化，並探究此一演變發生的可能核心因素。在討論中我們也將簡短回顧台灣經濟發展史，以理解政策、經濟生產模式等如何影響財富分配。至於本文中所欲探討的經濟不平等將聚焦於勞動市場結構，包括薪資不平等、失業、以及職業結構變遷等。

Introduction
The purpose of this research is to explore the changes in economic inequality, if any, that occur when a newly industrialized country (NIC) such as Taiwan ushers in an information economy, defined as information intensive and information technology (IT) production-centric; and further, to track the possible origins of this changing inequality. In terms of economy inequality, this dissertation will concentrate on labor market conditions, including wage inequality, unemployment, and occupation structure alteration, to see how the state and its policies, informationalization, industrial transformation, global competition, changed labor market institutions, and other possible economic factors might go hand in hand to shape the changes in wealth distribution and economic inequality in the age of information society. Since the 1980s, Taiwan industries have undergone a dramatic conversion from traditional labor intensive manufacturing to IT, information and skill intensive industries, as well as service industries. Both government and domestic enterprises were eager to promote this industrial upgrade by adopting informationalization and by expanding skill and information intensive industries such as IT, telecommunications, and knowledge-based industries. Consequently, from 1990 on, Taiwan has become a key producer of IT products and ranks highly worldwide in information and communication technology (ICT) penetration. In 2006, Taiwan’s service industry accounted for 73.44% of the total GDP, manufacturing accounted for 24.99%, and agriculture accounted for only 1.57%; among these sectors, knowledge concentrated manufacturing and service industries were estimated to jointly produce at least 45% of the total GDP. At a time when there are few relevant empirical studies of NICs in transition, Taiwan, whose industrial and economic transformation has been complete and well-documented, provides an excellent case study of changes in economic inequality in the transition from a NIC to an “information economy.”

The Social Causes of Depression: The Example of Aging Vector Model

健康與病痛社會學 (Sociology of Health and Illness)是西方社會學界與人口學界近年最蓬勃發展的領域之一。該領域認為生老病死不僅是個人的各別生命經驗，更呈現社會因素所塑造的健康與病痛之不平等階層。雖然此觀點已在西方社會獲得廣泛的實證支持，相關議題卻甚少討論於台灣社會學界。
本講題因此試圖介紹教育程度—身為影響台灣社會階層的核心因素—是否亦影響台灣社會心理健康如憂鬱症狀（Depression）的不平等。演講內容將藉由台灣地區中老年身心社會生活狀況長期追蹤調查所提供長達十四年的長期貫時性資料及運用潛在成長曲線模型與老化向量圖(Latent Growth Curve Model with Aging Vectors Graphs)為帥氣又美麗的壇友們提供實證例子。

Do family Influences really matter?
--Researching the role of family influences on English education in Taiwan--

The purpose of this study is to investigate family influences on EFL education in Taiwan. Bourdieu (1977) uses the term, social reproduction, to analyze how the various forms of capital tend to transfer from one generation to the next. The children of privilege fit into the world of educational expectations with apparent “ease”, a process he calls “under-selection”. The unprivileged found the process to be “difficult”, presenting “challenges”, a process he calls “over-selection”. Yet both are dictated by their upbringing. Bourdieu regards this “ease” or “natural“ ability as the product of a great social labor, largely on the part of the parents, equipping their children with the dispositions of manner and ensuring they are able to succeed within the educational system and can then reproduce their parent’ class in the wider social system.

In his study conducted in a city in central Taiwan, Broaded (1997) nevertheless finds the standardized test scores of the entrance examination are not significantly correlated with students’ family backgrounds among a sample of 1,098 junior high graduates and concludes that institutional tracking in junior high schools in Taiwan reduces the influence of family background characteristics on the distribution to stratified senior secondary opportunities. Other than institutional factors, cultural (Confucianism) factors also help explain these differences--educational achievement values are more diffused into the lower levels of Taiwan’s class structure than the case in the U.S. because of the cultural legacy of Confucianism.

Help Hindering? The Political Economy of Migrant Remittances Flows to Developing Democracies

This paper proposes to investigate the relative agenda-the impacts of migrant remittances on recipient countries’ politics and economic development. In practice, the study of the impact of remittances has never been more important than it is today. Migrant remittances are the crucial issues that accompany the mobility of migrant labors to many labor-outflow countries. According to the United Nations’ (2002) statistics, migrant remittances in developing countries have played the second-largest source of capital inflows, just behind the FDI. Moreover, a lack of research on migrant remittances has created the theoretical gap. Although migrant remittance is recognized by international financial institutions (IFIs), such as World Bank and IMF, and many development scholars, most of their revealed optimistic perspectives to development are unfounded. The key problem with current research on remittances is that researchers rarely pay attention to the impact that remittances have on politics. Within contemporary theoretical perspective, little study conveys how the substantial remittances affect recipient countries’ democratic ruling and constituents’ political attitudes as well. There is no study working on investigating how the regional or international political economy influence recipient countries’ governance and citizen’s ideas toward democracy through the inflows of remittances.

The objective of the paper is four-fold: to examine whether more inflows of remittances reduce citizens’ willingness of voicing dissent through political channels; to investigate whether more inflows of remittances result in defection of recipient governments’ accountability; to explore whether more inflows of remittances assimilate the citizens’ ideas towards democracy to the emigrant destination countries; and to analyze whether and how more inflows of remittances along with relative actors’ expectation retard the other external capital inflows thereby influencing recipient countries’ macroeconomic and socioeconomic development.

The time-series cross-sectional (TSCS) analysis of global data, vector autoregression (VAR) and spatial econometrics estimation will be conducted to test a series of hypotheses related to the paper’s objectives across 153 developing countries over 1980 to 2003. The results will provide insight into the real-world effects correlated to the dramatic increases of remittances within developing countries during the era of globalization.

By the way, after this email is sent out, Christine, Chia-chien and I are heading to London for the New Year vacation. Before this, we staid at the Malaga, Spain for a whole week. The Hotel is next to the beach, yes, it's the Mediterranean. And Attachemt are the photo, we went to the Mijas, a small white town.

Do you still remember the cultural shock you had experienced when you first stepped onto the land of the U.S.? Have you ever pondered that how your cross-cultural experiences of studying abroad has influenced your way of thinking, perceiving, and behaving? Have you ever thought that each individual is actually the product of culturally-shaping process? We are just like the fish which has left the original water (Taiwan) and have immersed into another different water region (U.S.)., and culture is like the water or lens which affect the ways we view and evaluate the world.

In this talk, I will try to bring you to explore the fascination of cross-cultural psychology. I'll talk about some basic ideas of cross-cultural psychology, the relation between cultural background and the formation of self-concept, and the application of cross-cultural psychology to the real life.

Listening to what you cannot hear: from Parkinson's Disease to Rat Ultrasound Vocalization

Abstract:
Parkinson's Disease is a neurodegenerative disease that targets a certain type of neurons in the human brain. The death of these neurons result in the lost of muscle coordination in the human body. Tremors during hand movements are the most obvious symptoms in Parkinson's patients. Other symptoms like speech loss also brings detriments to the social life of patients.

Unlike other disease that can be treated with medicine, Parkinson's Disease is a progressive disease that torments patients for their remaining days. Dreaded by this irreversible result, researchers have been trying to find ways to relieve the symptoms or early detect this deadly disease.

My talk will be focused on the rat vocalization model that I have developed to help tackle this issue. In this talk, you will learn about the most recent clinical therapy for speech loss in Parkinson's patients and also how the rat model parallels the speech loss in human patients. You will also learn why patients are not aware of their speech loss and how this vocalization model might become an early detector for future Parkinson's Disease translational studies.

in Information Behavior.

Traditional information behavior studies in library and information science (LIS) research have focused on primarily two trends: one is to provide physical access to material objects and the other is to direct users to certain thoughts and ideas. Both focuses are two sides of the same problem that LIS researchers have worked to address: how to provide a better system or service to accommodate people's need for information. Among the domains of users, material objects, and meaningful ideas, applying the concept of information as sign with semiotics not only joins these two trends in the analysis of the pragmatic-syntactic relationship and the pragmatic-semantic relationship, but it also gives an additional focus on the syntactic-semantic relationship. It is this additional focus that helps LIS professionals/researchers understand an individual's states of knowing and ways of obtaining knowledge through physical and mental interactions with informative objects. The author conducts a review of information studies, the epistemological concerns and pragmatic traditions in LIS, and semiotics in an attempt to seek a holistic principle that will incorporate both the traditional trends of LIS research and provide an additional awareness in assisting users to make connections between material objects and ideas in information behavior studies. By applying a semiotic view of information and the concept of information as sign, LIS researchers of information behavior will find semiotics a useful epistemological framework.

Abstract:
Due to the switching of my lab, from a bat lab to a rat lab, my
ac

ademic story hasn't quite built completely up to this point. My
talk, instead of focusing on my research work, will be more related
to the interesting TA work that I am involved in: a physiology lab.
Because of this unique opportunity, I will show you what a real heart
looks like, and walk you through the important anatomy structures
around and within the heart which makes you function normally everyday.
You will also have the opportunity to listen to your own heart sound
through a stethoscope(the ear piece that doctors use to hear your
breathing), measure your pulse rate with a light sensor(oximeter),
and also see your own ECG measured through sensors attached to the body.
The human body is an amazing artwork, after this talk, you will learn
more of how your heart functions, and also appreciate and maintain
this little pump as it accompanies you throughout your life.

The time and place for the talk will be slightly different from
previous talks due to the special requirements needed for the talk.

Abstract
Newton’s theory of gravitation is the first unified theory developed by human being, and also one of the greatest achievements of human mind. It successfully explains why all objects on the surface of earth fall with a constant
acceleration, and why the moon not falls on the ground (it falls, in fact).
Three hundred years after its discovery, the theory of gravitation helps us going to the moon, and makes the navigation in space possible.
This week, we will watch two video tapes. One is about how Newton’s gravitation theory explains both the motion on the earth and the motion in the heaven. The second video tape is about how this theory helps us to send spaceships to the other planets in our solar system: Venus, Mars, Jupiter, Saturn, and even Uranus.
The great and amazing success of the theory of gravitation makes us so confident to call it a law. This law, as we know, is one of the fundamental
laws in this universe.

A Short Introduction to Taiwan Texas Forum

Started from an informal meeting at Mozart's Cafe by Town Lake, Taiwan Texas Forum, a.k.a. TT Forum, was established by a group of Taiwanese graduate students from various academic backgrounds (initially including Comparative Literature, Electrical and Computer Engineering, Educational Psychology, Foreign Language Education, Instrumental Technology, Linguistics, Mechanical Engineering, Neuroscience, Physics, Philosophy, Sociology and Theater Criticism) at the University of Texas at Austin in spring 2004.

Out of their enthusiasm and passions towards knowledge and their beloved motherland, Taiwan, members of TT Forum share the ambition to meet the following objectives:

The Forum is to broaden the horizons of knowledge of all its members.
It is a way to cultivate a serious attitude towards academic research.
By discussing what is happening in Taiwan, the Forum is a means to keep a concerned and watchful eye on our motherland while we are away from it.
It is an opportunity to practice the skills for making an academic presentation as well as leading and participating such a discussion.
By thinking beyond and across the traditional boundaries among academic disciplines, it is a chance for the members to be inspired and creative.
The Forum is also a place to share life and experience; a place to go for emotional supports.

Since its first meeting on January 24th 2005,TT Forum meets regularly every two or three Saturday afternoon, where members take turns chairing the meeting, presenting their research, and receiving feedbacks from others. At each meeting, we discuss some aspects of the latest happenings in Taiwan or the U.S. in hope to make Taiwan a better place.

講題：「美國青少年健康行為的性別差異：成因及影響」

演講的摘要內容要點如下：

1. 由青春期過渡到成年期，不同性別的青少年在健康行為上的差異；
2. 兩性健康行為差異的社會成因；
3. 青少年期健康行為對成年期健康的影響。

綱華提到幾個特殊的點，簡述如下：

一、社會經濟狀況影響個人對自我健康狀況的評量；中上階層的女性對自己的健康狀況較缺乏自信（如肥胖等外表的呈現），相對之下，中下階層的男性對自己的健康與外表有較正面的評價。

二、青春期為成熟與挑戰的開端，因此由賀爾蒙或其他因素所直接、間接造成的風險會影響到男女性的健康狀況，長遠的結果導致不同的壽命平均。

三、綱華介紹了幾個有趣的變數以及他們如何互相影響：如體脂肪與約會頻率；男女性參與學校體育活動跟其性生活的相關程度。

四、男女性的健康狀態成因可由數種理論來解釋，如社會控制理論（social control theory）、cultural resource theory，以及偏向生物性的因素（biosocial theory）等等。這幾種理論說明，男女性的差別可由如「賀爾蒙（單純的生物性因素）」或「社會控制（對傳統、權威的服從，此為社會文化角度的解釋）」來解釋。

蔡博士講座紀要 05/06/05

本次講座，請到任職於3M公司的蔡慶隆博士談3M公司一個世紀以來的創新。蔡博士首先簡介創立自1902年的3M公司發展的歷史、公司特色。他以 Traffic Sign、Scotchgard、Fresnel Lens、以及Post-It Note這四項3M產品為例，說明3M重視創新的公司文化。蔡博士接著舉了McDonald Fast Food Restaurant、Wal-Mart Retail Store、和Microsoft Software這三個因創新而成功的例子，說明「創新」的重要；並歸納出七個可以引發創新的條件。演講後，有同學問到台灣是否具備創新開發產品的能力，蔡博士認為台灣不乏能創新的人才，但公司文化環境是否鼓勵創新，則有待觀察。

基本運作型態

於週六下午，每二至三週舉行一次聚會；每次聚會由論壇成員輪流擔任主持人與主講人。

論壇聚會時間由兩點至四點半，分為兩階段進行。第一階段由主持人介紹、主講人主題報告、討論；第二階段由主持人主持「台灣聊天室」，議題以台灣社會發展、東西社會型態比較為主，但不限於此。

主持人安排適宜場所為聚會地點，並於一週前統計聚會人數，聯絡相關時間地點。成員如有邀請來賓旁聽，請充分與主持人溝通聯絡。

主持人與主講人相互聯繫報告所需媒體、器材及場地布置事宜。

論壇成員每人繳交公基金五元。由主持人交接相互點清。基金即將用盡時，由各成員再行繳納累積。

主持人利用公基金準備與當次聚會人數相符合份量之點心飲料；論壇成員自備餐具杯子使用點心飲料。

「特別講座」-由論壇五人(或以上)同意,即可設定時間場地及合作承辦對象，以論壇名義承辦講座，由論壇支付講員茶水和禮品費用，並對外開放聽眾參與。

論壇成員遴選三人為「部落格小組」；該小組負責決定「論壇部落格」（Taiwan Texas Forum Blog)公布之內容及維護，並維持論壇電子郵件名單之正確性。

新成員加入需由一名舊成員背書方可成立，並由該舊成員於適當時機透過現場或電子郵件介紹給「每一位」成員認識。舊成員得負責向新成員宣讀論壇理念及說明論壇詳細運作原則，同時向「部落格小組」確定新成員在論壇電子連絡名單內。

當次主持人和下次主持人交接完畢後，由下次主持人擔任其間（涵蓋各假期）「論壇輪值主席」（簡稱壇主），負責或協助論壇一切對內、對外事務及議題之帶領和處理，並籌辦下次聚會。
